046 09/10 MINUTES OF THE FACILITIES COMMITTEE MEETING HELD ON TUESDAY 7TH JULY 2009
Present: Cllr J Cusack Cllr M Harwood Cllr C Roberts Cllr S Boulton Apologies: Cllr S Jones, Cllr J Frank In attendance: Cllr C Roberts, Cllr R Winney, Penny Ibbotson, Mary Mychaleckyj, Sam & Ashley (part) FC040 To elect a temporary chair in the absence of Cllr S Jones It was RESOLVED to elect Cllr J Cusack as chair of the meeting. FC041 Declarations of Interest in items on agenda: None declared FC042 To confirm the minutes of the meeting held on 2nd June 2009 The minutes of the meeting held on 2nd June 2009 (pp 034-035 09/10) were signed as a true and accurate record of the proceedings. FC043 Skate Ramp – to discuss skate ramp with local users and reps from Youth Services. Mary Mychaleckyj, Senior Youth Worker and Sam and Ashley, young users of the ramp raised concern about the condition of the surface of the ramp. The surface has deteriorated to such an extent that it has become dangerous and slippy to use. ACTION: The Clerk to contact the suppliers, check the warranty of the ramp and organise for the surface to be repainted. Youth Services raised concern about the amount of litter in the Walnut Tree Field. Reps from the Town Council have recently discussed this issue with the headteacher at Farmor’s School as much of the litter is left after school lunch times. The situation is to be monitored in the next academic year and if the problem continues, restrictions on students’ use of the Walnut Tree Field may be enforced. There has been a suggestion that a picnic bench is placed near the ramp for older children to use rather than the one by the playground. This needs to be discussed with the Ernest Cook Trust. An increase in bins was also requested by Youth Services, with perhaps the possibility to allow recycling. Pools of water still collect on the surface of the ramp after heavy rain as the drainage holes are not in the correct places. ACTION: Cllr Cusack is to meet with Sam and Ashley at the ramp to locate the main problems. If there are any site meetings with the suppliers, Sam and Ashley asked if they could be present to discuss the issues raised. They also asked if the grind rails could be fitted and would be willing to help with recommending the best position in the field. The rails would need to be fixed in concrete. ACTION: The Clerk to investigate the possibility of locating the grind rails. Mary asked about progress with the lighting. Fairford Town Council has recently been informed that the grant application for funding towards this project has been approved and an order can now be made. The work will be carried out by Glos Street Lighting but it is not sure when this work is to be carried out, hopefully before the autumn. FC044 Matters arising: None raised 047 09/10 FC045 To review income and expenditure figures There will be a shortfall in the budget for Town Crier events of £82.20. It was agreed that money from the Town Crier uniform budget could be re-allocated to cover this shortfall. The £1,500 spent under the Playground category was a grant donation to Fairford Playing Fields Ltd. It was thought that if FTC does take over the running of the playground, more money would need to be allocated to this budget in the future.
The spend on the Emergency Action Group was queried - whether it was for the Courtbrook clearance or the Council Yard. ACTION: The Clerk to check and report back. FC046 To receive verbal report from Cllr C Roberts following a visit to Minchinhampton Cllr Roberts visited Minchinhampton recently as part of the Calor Village of the Year competition and was impressed with a number of initiatives in place organised by Minchinhampton Parish Council: 1. Welcome Pack: All new residents to Minchinhampton receive a Welcome Pack, which contains information about the Parish Council, local history, local walks and information and the latest Parish Council Newsletter. This is organised by Minchinhampton’s Public Relations Officer. 2. Newsletter: The Parish Council newsletter is of good quality and published to a high standard. It is distributed 4 times per year. It was agreed that improvements to the Fairford Town Council newsletter should be investigated. The producers of the Highworth Link magazine may be interested in being involved. ACTION: The Clerk to contact Highworth Link and investigate other alternatives to the current newsletter. 3. Goodwill Evening: A Goodwill Evening is organised each year, which includes stalls run by community groups, sports clubs etc. Money is raised for the clubs and local charities. Local shops are also encouraged to take part. 4. I Value Minch: A campaign called ‘I Value Minch’ has been initiated by the Minchinhampton Regeneration Group and supported by the Parish Council. This includes flyers, wristbands and posters to encourage every resident to spend at least £2 locally every week. Local celebrities have backed the project. 5. Transition Minch: To develop resilience to withstand and recover quickly from external shocks such as a fuel crisis, climate change etc. Also to seek to engage the whole community to find practical alternatives to energy intense lifestyles, encourage garden sharing schemes, turn off street lights etc. ACTION: The Clerk to check on progress of GCC proposed scheme to turn off 50% of street lights at certain times. It was agreed that all these ideas should be discussed further. ACTION: Item to go on agenda for August meeting. FC047 CCTV: Update on grant applications A grant application has been submitted to Glos Market Towns Forum and it is hopeful that up to £2,000 will be donated to the project. It was RESOLVED to recommend to Full Council that Fairford Town Council earmarks £7,000 from the Reserved Funds to be used on the CCTV project. ACTION: Item to go agenda for July Full Council FC048 Risk Assessments: To review risk assessment for Flag Festival The Risk Assessment was accepted. When the flags are removed, holders need to be checked and fixed with rawl bolts if not already done so. 048 09/10
Suggestions were made to develop the Flag Festival further next year, and to think of ways of brightening up the town in areas where the road is too narrow to have flags flying. FC049 Allotments: Cllr Cusack has recently contacted ECT with respect to the possibility of using some of the Redbarn Ground for allotments. A resident has approached Cllr Winney about possibly offering some land for allotments; he will contact them again.
FC050 To discuss entrance areas to Walnut Tree Field Cllr Boulton has raised the problem of uneven surface at the entrances to the Walnut Tree Field with Jonathan Stebbing at ECT, he will look into improving the entrance ways in the near future. ACTION: The Clerk to write to ECT to back up this request. FC051 Fairford Leaflet: Copies of the new leaflet were distributed. If any Councillors are visiting nearby towns, it would be helpful to distribute some leaflets to the information centres. FC052 Newsletter: To agree frequency of newsletter production and charge for a one-off insert into the newsletter. It was agreed to keep to the current frequency of the newsletter for the moment, whilst investigations are carried out into alternative productions. ACTION: The Clerk to invite reps from Highworth Link to the August Facilities meeting. The cost for newsletter delivery has been increased from £90 per issue to £120. It was felt this still offered good value for money. ACTION: The Clerk to ask ADS if costs would change if the newsletter was produced in a different format. It was suggested that for this date, Facilities is held before Planning. It was RESOLVED to charge £25 for non profit making organisations to include an insert into the newsletter and to limit inserts to one per newsletter. The Palmer Hall currently includes an insert in alternate issues. Business advertising would not be accepted. (Cllr Frank arrived) FC053 Festival Market: Review of Market in Marquee It was thought the Market went well in the Marquee and there was sufficient space to accommodate both the Charity Stalls and the Market. £100 was donated to the Festival Charity as a result of the bookings. In previous years, bookings for stalls have not been sufficient to cover the cost of hiring them. FC054 Festive Market: To agree 2009 date It was RESOLVED to always hold the Festive Market on the first Friday in December. The 2009 Market will be held on Friday 4th December. FC055 Items the Chairman considers urgent Cllr Frank was updated on the discussions regarding CCTV. The location of the plastic recycling facility needs to be discussed by a committee. ACTION: Item to go agenda for the next Facilities meeting but in the mean time, Cllr Cusack will contact the Football Club.
