MINUTES OF THE EXTRA-ORDINARY FULL COUNCIL MEETING HELD ON 2ND JUNE 2009 IN THE COMMUNITY CENTRE, FAIRFORD

Cllrs Wardle, S Jones, Winney, Dowler and C Roberts left the room. Cllr M Jones gave a short statement regarding the behaviour of certain Cllrs towards the Planning Committee in relation to the Lakes Development. Cllr Jones advised the Council that after over 18 years sitting on this Committee, he and the Committee as a whole have always endeavoured to do the best for Fairford and he was appalled by the innuendos made about absenteeism of Cllrs at the recent Public Meeting which was then published on the FES website. He requested that these comments be minuted accordingly.
077 09/10 To review comments from Public Meeting on 21st May and correspondence received regarding applications 09/00882/OUT & 09/00872/OUT 078 09/10 To consider the recommendation from the Planning Committee regarding the following planning applications including S106 requests and to make a decision for submission to CDC. 09/00882/OUT Proposed tourism and recreational development comprising the erection of 59 pavilions, leisure facility, access, car parking, landscaping and ecological management at Lakes 103, 103a and 104, Cotswold Water Park, Fairford (OUTLINE PLANNING APPLICATION) 09/00872/OUT Proposed tourism and recreational development comprising the erection of 63 apartments, 18 pavilions, access, car parking, landscaping and ecological management at Milestone House, London Road, Fairford (OUTLINE PLANNING APPLICATION) Both the above items were debated as one. The recommendation from the Planning Committee meeting held on the 19th May to support the application was carefully considered along with the written comments received from residents some of who attended the Public Meeting on the 21st May 2009. After deliberating the Council RESOLVED to support the application with provisos which are listed below: 1) No 3 storey buildings -- Design of units not to be excessively dominant and must be sympathetic with the environment to reflect the attractive nature of the site. 2) Controlled access to Lake 104 – to allow Fairford residents some rights to access down to the water’s edge and to allow some recreational spots around the lake e.g. at the point where Lakes 103 and 103a meet (the beach) (S106). 3) Highways to investigate cycle path and restrictions that it may impose on width of road. It was felt that the cyclepath in its current form may not be suitable and may be dangerous especially at the point where it meets the Southrop turnoff (Point A) from the A417. Plans are being looked at to create a new. cycle path from Lechlade to Fairford along the old railway track and a contribution from the Developer under S106 would be beneficial to users. 4) Construction traffic – Nil through the centre of Fairford. Construction to fixed period and not to exceed 48 months. 5) Every effort should be made to ensure employment of local people during the construction phase and once the project is completed. (S106) 6) Road signage to the site should direct traffic south and east i.e. via Whelford and Lechlade and not through Fairford. 7) Concerns about sewage and the flood plain. Assurances required from the Environment Agency that they are happy with the proposed plans and that they do not foresee any adverse effects in Fairford as a result of the development. 8) Screenage – suitable screenage to prevent undue light pollution from the whole site 9) Leisure Complex – This should be a pre-requisite – built at a given time perhaps at 75% completion stage. Pool size should be no smaller than the 25 x 13m quoted. (S106) 10) Use of Leisure facilities for Fairford residents – set to municipal rates. (S106) 11) Roundabout at Whelford Road – pre-requisite – should be in place before site work commences to help flow of traffic onto site. 12) Switching layout of footpath and road between Lakes 104 & 103, to allow footpath to run along the water’s edge. This would be safer for walkers and create better views of lake 104 from the footpath. 13) Wheel washers installed on site or a provision for cleaning roads on a frequent basis. 14) Circular path – must be a condition to improve the surface of the circular path around Lake 104, at the beginning of the project. 15) No road closures at peak times 16) Public footpath should remain open during construction 17) Further review of Traffic Assessment – as the last one was completed in 2005 18) Density of buildings to be reduced 19) A caveat to ensure that no development will be permitted on Lake 104 now or in the future. 20) Encourage all buildings to be built to the highest environmental standards. 21) Ensure that all mitigation costs relating to the development are borne by the Developer and not by the tax payer. 22) No retail development on site. It was agreed that CDC should be reminded that the decision from Gloucestershire County Council regarding the Village Green Application was still awaited. All these requirements were voted on and all Councillors’ present voted in favour. ACTION: Clerk to send the above information to CDC. 079 09/10 To confirm the next Full Council meeting of the Fairford Town Council will be on Tuesday 9th June 2009 at 7pm in the Community Centre .......................................................Chairman ....................................................2009
