179 08/09 MINUTES OF THE HIGHWAYS COMMITTEE MEETING ON TUESDAY 24th MARCH 2009

H74 To confirm the Minutes of Previous Meeting held on 27th January 2009 (pp152- 154 08/09) The minutes of the meeting held on 27th January 2009 were signed as a true and accurate record of the proceedings. H75 Review of Matters Arising from Previous minutes: i. Bins on Back Lane: Cllrs Morgan and Cusack have had discussions with various individuals regarding bins being placed along Back Lane. The next step is to arrange a joint meeting with all parties to try and resolve the situation. The issues regarding drainage have been resolved. ACTION: Cllr Cusack to set up a meeting ii. Street Light No 10 Horcott Road: The work is still on the waiting list to be carried out iii. Pavement from The Garretts: GCC Highways has responded to the request for a pavement from The Garretts to Coronation Street to advise that a response will be given in 6 months as data collection needs to be carried out. It was agreed that this is too long to wait for a response. ACTION: The Clerk to write to Highways that 6 months is an unacceptable time to wait for a response and to check who would be responsible if an accident occurs in the meantime. iv. Residents Parking: Cllr Cusack has spoken to a number of residents of the Market Place, who would be supportive of a single car permit per property. ACTION: Cllr Cusack to ask residents to write in with their request for residents parking for the Market Place. FTC will then assess the response before deciding whether to contact CDC. v. Mirror at Market Place/A417 junction: GCC Highways does not recommend the use of mirrors at junctions as the image is usually of poor quality and there is the risk of the mirror being moved, which could cause confusion. ACTION: The Clerk to contact the resident who requested the mirror to advise of the above. vi. B and B sign: Two permissions are required for the B & B sign located at the entrance to Back Lane: Listed Building Consent and Advertisement Consent. The B & B owner has decided to remove the sign. vii. Quarry alley: Cllr Frank inspected the Alley and found no problems with dog fouling and litter. The Quarry Alley signage is missing. ACTION: The Clerk to request new sign. H76 To receive income and expenditure for Highways committee The income and expenditure for February 2009 was received. CHURCHYARD H77 To discuss carrying out a Risk Assessment on the Churchyard and Burial Ground including Memorial Safety 180 08/09 The Clerk has prepared some updated forms. Cllrs agreed to meet at 11am on Sunday 5th April to carry out a Risk assessment. Resident Mike Gray has offered to help. HIGHWAYS H78 To review lighting of Horcott paths project A formal written quote has not yet been received from GCC Street Lighting. Street Lighting will consider bollard lighting but may ask for a contribution towards maintenance as they have concerns about vandalism. Street Lighting suggested 4m columns as an alternative. No progress can be made until the written quotes are received. H79To discuss recycling facility in Town Car Park The cardboard bin has been removed. It was agreed at March Full Council to investigate relocating the plastic recycling facility to elsewhere in the town to protect the car park surface. It was RESOLVED that Cllr Frank prepares a letter to CDC to request kerbside collecting of plastics. ACTION: Cllr Frank to draft letter and circulate to the Highways committee for comment before sending to CDC H80 To discuss possible purchase of further grit bins at a cost of £170 + VAT It was agreed that before deciding whether any more grit bins are needed, a survey of the current bins is required. ACTION: Cllr Winney to survey locations of grit bins within Fairford and report back at the next meeting. H81 To receive update on Bus Shelter Grant There is no funding available in the current GCC budget for bus shelters as it has all been distributed. There is unlikely to be any further GCC funding until 2010. It was thought there was an amount put by in the FTC budget for 2009/2010 and it was agreed that the project should continue. Other grant sources may be possible. ACTION: The Clerk to contact bus shelter companies for further information and advice and to check amount in FTC budget. H82 To discuss maintenance of Dilly’s Bridge A request has been made by a resident for the bridge to be painted. This matter had been discussed previously and in October 2006 it was decided not to paint the bridge due to the high costs involved. In November 2006, it was agreed not to clad the bridge either as there had been very few complaints recently. The committee was still in agreement with the above and also had concerns about ongoing maintenance costs if the bridge were to be painted. ACTION: The Clerk to respond to resident to advise of the above. H83 To discuss offer of two free cycle stands from Life Cycle UK The offer is for the stands only and does not include installation. There have not been any requests for further cycle stands in Fairford and the Healthcheck has not raised any need. It was agreed not to take up the offer. H84 To discuss collapsed verge along Hatherop Lane GCC Highways has put an order in for the road edge to be kerbed and the bank reinstated. ACTION: The Clerk to ask for advance notice of the work to enable residents to be informed. FOOTPATHS H85 To review meeting on 19th March ref River Walk and Barrier by Dilly’s Bridge Cllrs Roberts, Hing and Winney met with representatives from Public Rights of Way (PROW) and the Environment Agency. It was agreed that the footpath along River Walk is 181 08/09
in urgent need of action. PROW is checking the alignment of the footpath as it is thought it may have changed on the ground. If the original route is cleared, this is on higher ground and this would help with the surface condition. Although agreed to be a priority, the work may need to wait until the end of the bird nesting season – PROW to advise. It was also agreed that a barrier is urgently needed in the location by Dilly’s Bridge where an elderly gentleman fell into the river on his scooter. PROW should be contacting FTC with a progress report regarding the barrier next week. The landowner is in favour provided he is kept in the consultation. ACTION: The Clerk to chase PROW if no action by 16th April. MAINTENANCE H86 Review of grass cutting to date There has been one cut in the Churchyard to date and comments have been favourable. The verges and Walnut Tree Field are due to be cut in the first week in April. H87 Items the Chair considers urgent. i. Following the closing of the 74 Bus Service to Swindon, Horcott residents have to walk to the High Street to catch a bus to Swindon. FTC has been asked to contact the relevant bus company to ask if the route could be diverted around Horcott. ACTION: The Clerk to contact the bus company with this request. ii. Cllr Dowler asked if the path around Lake 104 was a footpath or cyclepath. It was confirmed that the route is a public footpath, if cyclists are using the route, it is up to the landowner to take action. iii. There have been complaints about the litter and garden rubbish along Lovers Walk. A letter has been requested from the resident – this is to be passed to ECT as this area is their responsibility.
