MINUTES OF THE HIGHWAYS COMMITTEE MEETING HELD ON TUESDAY 25th JANUARY 2011

H80 Declarations of Interest Cllr Winney declared a personal interest in item H94 and asked if this item could be put to the end of the meeting. It was RESOLVED to defer item H94 until after H96.
H81 Harry Hill, Parking Technician from Gloucestershire County Council to talk about parking arrangements around Fairford air base This discussion has been cancelled for the time being.
H82 To confirm the Minutes of Previous Meeting held on 23rd November 2010 The minutes of the meeting held on 23rd November 2010 (pp100-102 10/11) were signed as a true and accurate record of the proceedings.
Cllr Cusack arrived.
H83 Review of Matters Arising from previous minutes: • Ramp at Broadboards bridge: The Clerk has been in touch with Public Rights of Way, but there is no progress to report to date. • Market Place bus shelter roof: The size of the tiles needs to be measured. The contractor that originally fitted the tiles is still around and may be able to help. • ACTION: Cllr Hinton to contact contractor to discuss fitting of the tiles and what style of tiles are on the back of the shelter. • Survey of grit bins: The list of grit bins has been located and the Clerk has asked GCC Highways to check the grit in the bins is usable.
Cllr Mumford arrived.
• Metal mobility gate: Public Rights of Way (PROW) has sent a picture of the proposed metal mobility gate that prevents access by motorbikes. It allows for wheelchair access but not motorised mobility scooters. The committee was concerned about stopping access by mobility scooters. ACTION: The Clerk to ask PROW if there is another option that would prevent motorbike access but allow mobility scooters. • Path to Dilly’s Bridge: PROW plan to meet the new owner of Colnside at the end of January to agree a suitable surface for the footpath – this is likely to be crushed stone. PROW intend on carrying out the work before the end of March.
H84 To receive income and expenditure for Highways committee The figures were reviewed. All the grass cutting payments have now been made and all were well within budget.
CHURCHYARD/BURIAL GROUND H85 To set date for a Risk Assessment of Churchyard & Burial Ground Clarification is needed on whether Mike Gray is to carry out a Risk Assessment of the Churchyard and Burial Ground. If not, then Cllrs Winney and Hinton will carry out an Assessment on 3rd February 2011. ACTION: The Clerk to check agreement with Mike Gray and circulate a copy of the June Risk Assessment to Mike Gray/Cllrs Winney and Hinton as appropriate. The uneven and slippery path signs have arrived and Cllr Winney will fix them. The uneven surface signs are to be placed at the entrance gates to the Churchyard and the slippery surface signs are to be located by Albert’s shed and the steps from Mill Lane.
H86 To review Burial Fees It was RESOLVED to add a 6% admin charge onto the grave digging fees from 1st April 2011. The cost for a full burial will be increased from £250 to £265 and the cost for a cremation to be increased from £20 to £21.20.
HIGHWAYS H87 To discuss resurfacing of Town Car Park surface A quote has been received to install a 4m wide concrete paving path along the full length of the car park but at a price of over £17,000, is not feasible at the moment. The financial responsibility for the surface is down to FTC, this is stated in the lease agreement with ECT. It may be possible to gain funding from future developments in Fairford but other options need to be investigated. ACTIONS: The Clerk to thank the contractor for the quote and ask if a cheaper solution could be suggested. The Clerk to send a plan of the car park to Cllr Mumford to consider alternatives.
H88 To discuss situation to date re parking trial in High Street and Market Place The Clerk has been trying to contact GCC to ask at about progress with starting the parking trial but no news to date. The Clerk will continue to chase.
H89 To discuss lack of Traffic Regulation Orders in Market Place for disabled bays. The disabled bays in the Market Place are not covered by a Traffic Regulation Order and therefore are not enforceable. The signage for the High Street disabled bays is also not correct. It was queried whether the Market Place was Public Highway. ACTION: The Clerk to check the status of the Market Place and report back. If it is Public Highway, when the parking trial is complete, a Traffic Regulation Order for the disabled bays could be included as part of the package.
H90 To discuss CDC Parking Strategy in advance of Cllrs Boulton and Mumford attending a meeting on 1st Feb at CDC. The issue regarding the disabled bays above can be raised. It was suggested that the CCTV system is used to monitor the illegal parking along London Street. If this was carried out during February, a report could be prepared in advance of the meeting with the CDC Environmental Warden. ACTION: Cllr Cusack to discuss the suggestion with the police. There are a number of items in the Parking Strategy report that require correction – these can be raised at the meeting. ACTION: The Clerk to copy the marked up report to Cllr Boulton.
H91 To review proposed road closure for resurfacing works on A417 The Council is pleased to see the work is to be carried out. The drainage system is also to be renewed in advance of the surfacing. Cllr Winney has suggested to GCC that there are traffic lights on Mill Lane during the road works as problems arose there when the Town Bridge was closed. The details of the road closure have been put into the newsletter to publicise as much as possible. ACTION: The Clerk to advise the schools of the road closure and ask GCC when the warning signs are to be erected.
H92 GCC consultation on buses – www.gloucestershire.gov.uk/busreview and letter from Dr Millington re local buses It was agreed that the consultation would be better carried out as individuals. ACTION: The Clerk to write to Dr Millington and ask what the response was from GCC.
H93 To receive Footpath Closure Decision Notice for footpath BFA29 (Morgan Hall) The Decision Notice was noted.
MAINTENANCE
H95 To discuss suggestion from Full Council that any money left over from grass cutting is put towards winter pavement clearance. It was agreed that this would be a good idea if funds were available. It would be possible to make a judgement about any potential money at the end of September, when the majority of the grass cutting has taken place. Further thought is needed as to who would carry out the work, how much they would be paid and which streets would be cleared. ACTIONS: Item to be added to next agenda for further discussion. The Clerk to contact Cllr Roberts as having made the suggestion, she may be aware of people who could do this type of work.
H96 Items the Chair considers urgent: • The public consultation regarding the proposed waiting restrictions near the Railway inn has started. Comments need to be received by 11th February 2011. • There is a GCC consultation on the Manual for Gloucestershire Streets (MfGS) running from 20th January-17th March 2011). This will be put on the Full Council agenda as it covers Planning issues also. ACTION: Consultation to be added to Full Council agenda. • The space for cremations along the wall is starting to run out. It was agreed to continue the cremation plots along the Fairford House wall, with a gravel path between the wall and cremation plots. It was agreed that further gravel could be bought out of the budget for Churchyard maintenance. (Post Meeting note: 1 tonne of 20mm Cerney shingle is £40 +VAT).

H94 To agree grass cutting and footpath maintenance contracts for 2011 The figures were reviewed. It was RESOLVED to appoint Illman Bros (Garden and Grounds) to carry out the footpath maintenance and Beds and Baskets to carry out the grass cutting providing they will hold last year’s prices. ACTION: Cllr Cusack to contact Beds and Baskets.
