MINUTES OF THE HIGHWAYS COMMITTEE MEETING
HELD ON TUESDAY 26TH JULY 2011

H38 Declarations of Interest

H39 To confirm the Minutes of Previous Meeting held on 28th June 2011

It was RESOLVED to confirm the Minutes of the previous meeting are a true and accurate record of the proceedings.  Proposed Cllr Winney, seconded Cllr Hinton – all in favour.

CHURCHYARD/BURIAL GROUND

H40 Rev Atkinson will be in attendance regarding the following:

To agree respective roles of St Mary’s PCC and FTC in maintenance of the Original Churchyard – Rev. Atkinson said that there had only been one PCC meeting since this matter was brought to his attention.  He said that main areas that were considered were:-

i. Grasscutting

ii. Trees & shrubs

iii. Safety of memorial stones as opposed to safety of chest tombs

iv Walls

v Gates

Grasscutting  - in the churchyard was discussed and as per FTC understanding the closed churchyard is the responsibility of the Council.  The area that is not closed is now maintained by the PCC and there is a small area which is classed as a conservation area and the grass is left to grow throughout June, July and August and then it is mown.  It was agreed that the areas were not well defined and it was suggested that it would be a good idea to put up a sign to explain the reason for the long, unkempt grass.  Rev. Atkinson agreed.

Trees & shrubs – FTC are unsure as to who should trim trees & shrubs but have asked if they are able to carry out such work.  Rev. Atkinson said that he was not empowered to say yes or no.

Safety of memorial stones – Rev. Atkinson said that there are 2 or 3 chest tombs that are listed monuments.  The Trustees of Fairford Church have indicated that they wish to start a programme of restoration, which would be over a number of years, due to the high cost of such work.  It was felt therefore, that this item could be removed from FTC’s responsibility.

Walls – FTC was advised some time ago that the walls are covered by the Church’s insurance, but it is still unclear who is responsible for preventative repairs.

Gates (x 2) – Historically, the PCC and FTC share responsibility for these.

To agree a way forward regarding the Anne Rose memorial – Rev. Atkinson said that he has spoken to a very distant relative of Anne Rose, who is an elderly gentleman.  The rules dictate that descendants of the deceased are responsible for headstones, however, Rev. Atkinson feels strongly that responsibility for the damage to the headstone is FTC’s. He has obtained a quote for a replica to be made, as he has been advised that the  stone cannot be restored.  Discussion took place the how badly perished the stone

is, and how badly worn it is.   The Committee agreed to obtain further quotes before coming to any decision.  ACTION: Clerk and Cllr. Boulton to obtain further quotes and to defer this item until the next Highways Committee when quotes can be reviewed.  The  Clerk was also asked to contact the insurance company

Rev. Atkinson will take the Councils’ points back to the PCC and will report back accordingly.

Rev. Atkinson left the meeting.

HIGHWAYS

H41 To receive income and expenditure for Highways committee

Income and expenditure figures were received with no comment.

H42 Review of Matters Arising from previous minutes:

Ramp at Broadboards bridge – ACTION: Clerk to chase up Glos. PROW to see what progress has been made regarding this work.

Path to Dilly’s Bridge – To date PROW still had not spoken to the landowner.  ACTION: Clerk to chase up Glos. PROW to see what progress has been made with this.

H43 To discuss options for improving the surface of the Town Car Park

The Committee members agreed to look at the car park after the meeting, but felt that a slab path along the wall edge fronting Mill Lane, might be the first option, this could be done in stages.  The path would have to be wide enough to take wheelchairs and pushchairs.   People could then get out of their cars and walk on a more level ground to exit the car park. ACTION: Clerk to obtain quotes and to speak to the Ernest Cook Trust.

H44 To discuss co-ordination of work on the proposed multi use path following site visit (report emailed 18 July 2011)

Cllr. Harwood produced a sketch of the proposed accesses to the path.  He said that this could be done in 2 phases – phase 1 from railway bridge –with steps upwards and the 2nd phase would have to wait until Lechlade had organised their end of the path.  He said that Cllr. Hinton had obtained a quote for portaloos for an 8 week period of £200 and said that Glos. PROW had said that they could supply a gate.  The entrance is currently totally overgrown and would need to be completely cleared.  It was agreed that the ECT should be kept up to date with these suggestions.  Cllr. Boulton suggested that old tyres which have been dumped under the bridge could be recycled by using them as steps.

H45 To review locations of benches and notice boards in Fairford and agree where there is a need for more facilities

Cllr. Harwood had produced a map of locations for benches and noticeboards.  It was agreed to defer this to the next Highways meeting so that the full scale map could be distributed.  ACTION: Clerk to copy map and circulate to Cllrs.

H46 To receive plan showing gritting routes in Fairford and feedback from County Highways regarding Horcott grit bin

It was agreed that the gritbin in Horcott remain.  The Clerk explained that notices should be displayed to show the gritting routes for the small mobile gritter which would grit pavements.   These should show the worse affected areas e.g. outside the shops in the Market Place, the Bull Hotel, post office and shops along London Street and possibly the path running alongside the Bull.

H47 To decide whether to replace the damaged litter bin outside the Deli in Market Place

It was agreed that a recycling bin should be put in at this point.  The Clerk also pointed out that the litter bin in Lovers Lane was damaged.  It was agreed to defer this item to the next Highways meeting.

H48 To receive update from County Highways re Traffic Regulation Orders along Milton Street (emailed 19th July 2011)

It was confirmed that information regarding Traffic regulation order along Milton Street had been received from Glos. Highways and that it was clear that the road markings were correct and complied with the regulations and that this matter should be considered closed.

H49 To agree response to County Highways feedback survey (emailed 19th July 2011)

It was agreed that the Clerks could complete this survey.  ACTION: Clerks to complete survey.

H50 To receive information regarding request for permissive path near Horcott Lake.

Information has been received that shows that the land in question belongs to Mr Keyser of Lady Lamb Farm .It was agreed to write to Mr. Keyser with a copy of the plans to seek his permission for a permissive path.  ACTION: Clerk to contact Mr. Keyser

H51 To consider road safety measures in Horcott and Leafield Road, Fairford.

Discussion took place regarding the types of safety measures that could be looked at.  It was agreed that speed humps would not be suitable as they were noisy and have been known to cause damage to properties.  It was agreed to research movement generated signs, specifically those that showed the speed and or smiley faces. The Clerk was also asked to find out about the cost of a zebra crossing near Coln House School.  The Clerk was also asked to contact Glos. Highways to see if signs could be erected to divert lorries, wanting to access the Industrial Estate in Horcott, through the Town and direct them up Whelford Road. However it was felt that this might cause some reaction from residents.   ACTION: Clerk to research costs for signs.
