MINUTES OF THE PLANNING COMMITTEE MEETING ON TUESDAY 17th MARCH 2009

PL151 To confirm the minutes of the meeting held on 3rd March 2009
The minutes of the meeting held on 3rd March 2009 (pp164-165 08/09) were signed as a true and accurate record of the proceedings.

PL152 To review decision notices for PERMITS / CONSENTS / received:

09/0006/CWREG3 Extension to sports hall and installation of roof lights at Farmor’s School, Fairford (PERMISSION GRANTED)

09/00522/SCR Request for Screening Opinion for proposed tourist development at Milestone, London Road, Fairford (ENVIRONMENTAL IMPACT ASSESSMENT REQUIRED)

09/00362/SCR Request for Screening Opinion for proposed tourist development at Lakes 103, 103A & 104, London Road, Fairford  (ENVIRONMENTAL IMPACT ASSESSMENT REQUIRED)

PL153 To consider NEW PLANNING APPLICATIONS

· 09/00327/LBC Render external wall of single storey rear extension, replacement of dormer window and internal alterations at Tudor Cottage, London Street, Fairford

      SUPPORT THE APPLICATION but concern was raised about potential loss of light to 
       neighbouring property

· 09/00392/TPO Remove deadwood and take regrowth from top of horse chestnut to the left of 6 Lower Croft. (TPO APPLICATION)

The tree warden has concerns about the phrase ‘take regrowth from the top’ as it suggests the tree will be left with a flat top. This tree is visually prominent and needs sensitive reshaping. There is little deadwood in the tree.
ACTION: These comments to be passed to CDC

PL154 To discuss Strategic Land Availability Assessment (SHLAA) information on Fairford
The Parish response form was completed accordingly.

PL155 To review CDC Local Development Framework Core Strategy for Fairford
It is hoped to defer discussion on the Core Strategy until April Full Council.
ACTION: The Clerk to contact CDC to ask what the deadline is for responding.

(POST MEETING NOTE: A response shortly after April Full Council is acceptable to CDC)

PL156 To review Correspondence received
· Response from CDC regarding S111 notification to carry out works to trees in a Conservation Area
     ACTION: The Clerk to ask the Treerden if he would like a meeting with the CDC Heritage 
     & design Manager as offered and also take him up on th eoffer of listing trees of
     significance in Fairford.

· To receive letter from Lechlade History Society ref Coln Park development
The comments were noted.

PL157 Items the Chairman considers urgent
i. An application has been received that requires comment before the next planning meeting: 09/00434/FUL Erection of first floor extension to dwelling. Alterations to outbuilding to provide double garage/workshop/store/tackroom. Erection of stable block comprising 4No loose boxes to replace second building at Home Farm, Cirencester Road, Fairford.

 SUPPORT THE APPLICATION

ii. Fairford Town Football Club has responded with respect to the application to the Camping and Caravan Club. Copies were circulated for discussion at the next meeting

PL158 Next meeting –Tuesday 7th April at 7pm
