MINUTES OF THE PLANNING COMMITTEE MEETING ON TUESDAY 16th JUNE 2009

PL035 To confirm the minutes of the meeting held on 2nd June 2009 It was RESOLVED to sign the minutes of the meeting held on 2nd June 2009 (032-033 09/10) as a true and accurate record of the proceedings. PL036 To review decision notices for PERMITS / CONSENTS / received: TPO 135 A 1 Works to three yews on land at 3 Fayre Gardens. Cut back to 5ft from boundary wall, branches overhanging rear garden of 3 Milton Street. (TREE PRESERVATION ORDER CONSENT) PL037 To consider NEW PLANNING APPLICATIONS 09/01308/FUL Conservatory extension to the rear of the house, and a free-standing double garage with store over to the front at Hathaway, London Rd, Fairford (FULL PLANNING APPLICATION) SUPPORT THE APPLICATION 09/01078/REM Reserved matters for the construction of 8 holiday units and 5 apartment blocks, associated roads, ancillary structures and landscaping (phase 6) pursuant to the associated outline permission ref 96/08235/OUT at Claydon Pike, London Road, Lechlade (RESERVED MATTERS APPLICATION) SUPPORT THE APPLICATION 09/01256/REM The development of the hotel recreation facilities – proposed swimming pool, 2 tennis courts, amended car parking and ancillary structures at Claydon Pike, London Road, Lechlade (RESERVED MATTERS APPLICATION) SUPPORT THE APPLICATION 07/0055/CWMINM Erection in a revised location of a concrete batching plant to replace existing at Claydon Pike, London Road, Lechlade Application for the compliance of condition 13: Details of all external lighting and condition 16: Landscaping scheme to provide additional screening SUPPORT THE APPLICATION PL038 To consider additional information regarding applications 09/00872/OUT & 09/00882/OUT Lakes 103, 103a & 104 & Land at Milestone, Fairford: Response on behalf of Cygnet Investments to queries raised by CDC and amended illustrative masterplan Cllr Wardle raised two points of concern regarding the response from Cygnet to CDC dated 1st June: 1. Access Road between BFA 30 and eastern shoreline of Lake 104 – Cygnet has misunderstood the suggestion by CDC that the footpath should follow the route of the proposed access road and the access road should be positioned between the footpath and western side of existing fence. Cygnet has assumed the access track would have to run to the east of the existing fence. 2. Fencing – Conflicting answers have been given by Cygnet as to the reason for the fencing. At the Town Council meeting and Public meeting it was stated that the fencing was put up on instruction of CDC. In the letter response to CDC, Cygnet suggests the building of fences was driven by local use of land other than the footpaths. Cllr Wardle left the meeting. Cllr S Jones had circulated concerns via email regarding the flood risk of the development, taking into account the proposed treated discharge from Claydon Pike into the River Coln and also to check the capacity of the Fairford sewage system to take on board the proposed development. The committee supported the proposal to create a new wetland habitat in the north western area of the site. After discussion, Cllr Cusack proposed that Fairford Town Council contacts CDC to raise the issues of footpath/track alignment, fencing and sewage capacity as above and to highlight that many of the concerns raised by FTC in response to the application have not been addressed in the letter from Cygnet (dated 1st June 2009). Cllr Frank seconded, 3 in favour and 1 abstention (Cllr Dowler) ACTION: The Clerk to respond to CDC PL039 To review Correspondence received · Wiltshire County Council: Request for representations on new Statement of Community Involvement PL040 To consider offer of Outreach Planning Training from CDC CDC has offered outreach planning training to Fairford Town Council at a time to suit. This would be an informal opportunity to gain additional information on planning principles, procedures and policy considerations. It was agreed to take up this offer. ACTION: The Clerk to contact all Councillors to arrange a suitable date and time.
