MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON TUESDAY 19TH JANUARY 2010

PL089 To elect new Chair for Planning committee
Cllr Fisher proposed Cllr M Jones as Chair of the Planning Committee. Cllr Boulton seconded and all were in favour.

PL090 Declarations of Interest in items on the agenda - None

PL091 To confirm the minutes of the meeting held on 15th December 2009
It was RESOLVED to sign the minutes of the meeting held on 15th December 2009 (p123 09/10) as a true and accurate record of the proceedings

PL092 To review decision notices for PERMITS / CONSENTS / received:
09/03928/FUL Erection of a detached double garage at Home farm, Cirencester Road, Fairford (FULL PLANNING PERMISSION)

09/03949/LBC Removal of two rooflights and the insertion of a dormer window to west elevation and a casement window to north gable end at Keble House, London Road, Fairford (LISTED BUILDING CONSENT)

09/03947/FUL Insertion of a dormer window to west elevation and a casement window to north gable end at Keble House, London Road, Fairford (FULL PLANNING PERMISSION)

ACTION: The Clerk to contact CDC to check the work has been carried out according to consent. Cllr Boulton to also carry out a site visit.

09/04140/FUL Construction of free-standing double garage with workshop above at Hathaway, London Road, Fairford (FULL PLANNING PERMISSION)

PL093 To consider NEW PLANNING APPLICATIONS

 09/04218/FUL Erection of first floor extension at 13 Aldsworth Close, Fairford (FULL PLANNING APPLICATION)
 A permit has since been granted for this application. Due to the cancelled meeting on 5th January, FTC missed the opportunity to comment.

 09/04232/FUL Erection of a telecoms mast and associated control building at Claydon Pike, London Road, Lechlade (FULL PLANNING APPLICATION)
 
 OBJECT TO THE APPLICATION for the following reasons:
• Visual impact – the Developers are trying to reduce the visual impact within the site, but not the wider landscape. The visual impact has not been considered from all directions eg from Country Park in the west.
• Planning Policy Guidance 8 (2001) indicates that there should be evidence that Developers have tried to share existing masts where possible. Other possibilities do not seem to have been explored with this application.

Concern was also raised about the piecemeal way applications are being received for this site. It would be helpful to have a more holistic plan as to when further applications are to be submitted.
ACTION: the Clerk to check status of PPG8

The documents state the Parish Council considered the application on 16th December 2009. This was not the case.
ACTION: The Clerk to raise this issue with CDC.

PL094 To receive additional information on 09/03788/FUL – Erection of Phase III tunnels at Agricultural Supply Co (Fairford)
• Copy of letters from Fusion Building Consultancy to Cotswold District Council dated 18th Dec 2009 & 5 Jan 2010

Two further letters were also received on 19th January. It was agreed to ask GCC how many fatal and other accidents had occurred in the area as a result of the ‘sub-standard junctions’ as quoted in the letter as a reason for refusal.
ACTION: The Clerk to contact GCC
