MINUTES OF THE PLANNING COMMITTEE MEETING

PL105 Declarations of Interest in items on the agenda

PL106 To confirm the minutes of the meeting held on 2nd February 2010
It was RESOLVED to sign the minutes of the meeting held on 2nd February 2010 (pp136-137 09/10) as a true and accurate record of the proceedings.

PL107 To review decision notices for PERMITS / CONSENTS / received:

09/04493/FUL Erection of single storey rear extension at 7 Faulkners Close, Horcott (FULL PLANNING PERMISSION)

09/04232/FUL Erection of a telecoms mast and associated control building at Claydon Pike, London Road, Lechlade (FULL PLANNING PERMISSION)

ACTION: The Clerk to write to CDC and ask why the guidance in PPG8 appears to have been ignored (ref sharing existing masts).

The committee was surprised that this application had not gone to CDC Committee for a decision. In future it was agreed that if FTC objects to an application, the comments are to be copied to the relevant Ward Councillor and ask that the application is considered by CDC Committee rather than by an Officer.

PL108 To consider NEW PLANNING APPLICATIONS

10/00427/FUL Annual siting of caravans and tents for a total of 8 days during the Royal International Air Tattoo at Fairford Football & Social club, Cinder Lane, Fairford (FULL PLANNING PERMISSION)

SUPPORT THE APPLICATION but stipulate that the tents are to be set up sufficient distances apart to comply with fire safety standards.

10/00290/FUL Construction of new fuel store and erection of shed at Maple House, The Green, Fairford (FULL PLANNING PERMISSION)

SUPPORT THE APPLICATION

10/00288/FUL Erection of polytunnel at land parcel east of West end Gardens, Welsh Way, Fairford (FULL PLANNING PERMISSION)

SUPPORT THE APPLICATION but request that the polytunnel is clear polythene and that the conditions stated in the letter from ECT are also covered as part of the conditions of planning approval.

10/00493/FUL Retrospective planning application for the retention of two tennis courts and a car park for ten cars at Coln Park, Claydon Pike, London Road, Lechlade (FULL PLANNING PERMISSION)

OBJECT TO THE APPLICATION for the following reasons:
1.The application site is located within Zone A (Quiet Zones) of the Cotswold Water Park Supplementary Planning Guidance.
2.The proposed facilities are within an area of meadowland that has biodiversity value
3.The application site has a high landscape value and is earmarked in the Coln Park Landscape & Ecological Masterplan as a mitigation site.


PL109 Agricultural Supply Company, Welsh Way, Fairford (09/03788/FUL)
• Response from GCC Highways: Following new details from the applicant
advising that there will be no increase in traffic, GCC has now submitted a recommendation for approval to CDC. With respect to the request for accident data, GCC require a plan showing the area of interest. ACTION: The Clerk to mark up plan showing the Sunhill/Meysey Hampton crossroads.

• The application is not going to CDC committee on 17th February 2010 but at a
 later date

PL110 Correspondence received
• Wiltshire & Swindon Draft Waste Site Allocations Development Plan Document –
additional consultation from 27th January to 17th March 2010. Available to view on http://consult.wiltshire.gov.uk/portal
ACTION: Defer to next meeting to allow Councillors chance to look at details of the South Cerney site.
