MINUTES OF THE PLANNING COMMITTEE MEETING HELD ON TUESDAY 7TH JUNE 2011

Cllr Cusack declared a personal interest in item PL16.
PL014 To confirm the minutes of the meetings held on 17th May 2011
It was RESOLVED to confirm the minutes of the meeting as a true and accurate record of the proceedings.
PL015 To review decision notices for PERMITS / CONSENTS received:
11/02170/TCONTR Fell four conifers under power lines previously topped by power company at Fern House, Park Street, Fairford. CONSERVATION AREA CONSENT
11/02449/TCONR Fell fortyone mature cricket bat willows situated alongside River Coln, Fairford Park, Fairford. APPLICATION PERMITTED.
PL016 To review decision notices for REFUSALS received:
11/01007/FUL Change of use and conversion of restaurant and flat to form four dwellings, including external alterations at The Old Post Office, Bridge Street, Fairford (Not available at last meeting).
It was RESOLVED to write a letter to CDC to express disappointment that the concerns raised by FTC were not included in the reasons for refusal (parking and change of commercial to residential use). The recent application for conversion of the Vortex to flats was referred to, as the lack of outside space did not seem to be an issue with that application – there seems to be a lack of consistency. This matter is also to be raised with CDC.
ACTION: The Clerk to write to CDC
PL017 To consider NEW PLANNING APPLICATIONS
11/01884/FUL Installation of solar panels on the south facing roof of the school building at Fairford Primary School, Leafield Road, Fairford
SUPPORT THE APPLICATION
11/02137/FUL Full Application for Amendment to design of units 2.14,2.15,2.17,2.19 and 2.20 (5 units) to include an additional floor (solarium) at Coln Park, Claydon Pike, London Road, Lechlade.
OBJECT TO THE APPLICATION
• The Council does not approve of 3 storey buildings in this location. There is concern about the increasing numbers of units with proposed solarium additions.
• External views may not be affected but views from the public footpath (when re-opened) will be
• The increase in glazing and height creates an added risk for birds and bats
• Noise of people on the balcony will travel further from the elevated position
• There will be an increase in light pollution
ACTION: The Clerk to circulate comments to Lechlade and Kempsford and ask for copies of their responses.
It was noted that some holiday lodge owners are purchasing plots of land around their units and a Section 106 agreement is being drawn up to bind them to the same obligations as the developer in the original Section 106 agreement in certain clauses.
11/01291/FUL New details: Erection of extension to care home to create 22 bedrooms, with refurbishment of the existing building to create in total a 45 resident care home at Hyperion House, London Street, Fairford.
The new details consist of flood level information. It was agreed that no further comment was necessary.
PL018 To consider response to Consultation on Planning for Traveller sites
It was agreed that this document is more relevant to CDC and there was not a need for FTC to respond.
PL019 To approve the Protocol for Engaging with Developers
It was agreed to add an item 9: Any opinion expressed by Fairford Town Council may be subject to consultation with the town.
Cllr Wardle arrived.
Following the addition of this point, it was RESOLVED to adopt the Protocol.
PL020 To approve the Wish List for Fairford
It was agreed to add a statement at the end of the list as follows: This list is not definitive, and may be reviewed regularly. Different planning applications may require different mitigation measures. Also, community transport is to be included in point 4.
Following these additions, it was RESOLVED to adopt the Wish List.
PL021 To advise that Martin Hutchins from GRCC will be attending on 5th July to talk about Housing Need in Fairford. This meeting will start at 6.30pm.
