MINUTES OF THE PLANNING COMMITTEE MEETING 
HELD ON TUESDAY 19th JULY 2011

PL050 To confirm the minutes of the meeting held on 5th July 2011

It was RESOLVED to confirm the minutes of the meeting held on 5th July as a true and accurate record of the proceedings.

PL051 Matters arising

To receive reports from Cllr S Jones: The reports had been circulated via email.

Planning Training 30th June 2011: Applications for Fairford are being submitted before the SHLAA (Strategic Housing Land Availability Assessment) has been completed; interim guidance has been issued. CDC could ensure that all large developments are phased and any development needs to be sustainable. It would be worthwhile finding out the number of jobs in Fairford and number of unemployed.

ACTION: The Clerk to find out information regarding employment/unemployment in Fairford.

Conversation with CDC regarding Pips Field Application: CDC Planning Officer Mike Napper is willing to extend the consultation period for Pip’s Field, to allow for public consultation.

Closure of footpath in Coln Park: The letter has been re-sent to the Planning Inspectorate; the case hadn’t opened when it was originally sent.

Response re traffic issues re The Bridge Restaurant application: The committee was disappointed that there was no formal Highways assessment as part of the consideration of this application.

ACTION: The Clerk to pass concerns on to District Cllr Wardle.

PL052 To review decision notices for PERMITS / CONSENTS received:

11/01251/LBC Enlargement of first floor window at 1 Croft Lane, Fairford – LISTED BUILDING CONSENT

PL053 To review and agree questionnaire regarding Housing Need and agree timetable and process for consultation

A few minor changes to the letter and questionnaire were suggested. It was agreed to add a question about allotments into the survey. It was RESOLVED that the Clerk should sign the letter of engagement for GRCC to carry out the survey. The response deadline was set as Friday 26th August 2011.

ACTION: The Clerk to pass comments on to GRCC.

PL054 To consider NEW PLANNING APPLICATIONS

11/02517/OUT Outline application for the erection of 22 affordable and 22 market dwellings (44 in total) with associated access and estate road, open space and parking

It was agreed to ask CDC for an extension of time to allow for public consultation and the results of the Housing Need survey (early October 2011).

The interim Housing Guidance Note was issued after the Pip’s Field application was registered.

There was a query whether an archaeology survey had taken place over the whole site.

The application will be reviewed in more detail at the next Planning meeting.

PL055 To receive CDC planning Peer Review Final Document

It was RESOLVED to defer this item until the next meeting.
