MINUTES OF THE PLANNING COMMITTEE MEETING
HELD ON TUESDAY 2nd AUGUST 2011

PL059 To note Apologies: Apologies were received from Cllrs Mumford and Cusack

PL060 Declarations of Interest in items on the agenda

Cllrs Boulton and M Jones declared a personal interest in item PL067 as they are FCC Trustees.

PL061 To confirm the minutes of the meeting held on 19th July 2011

It was RESOLVED to confirm the minutes of the meeting held on 19th July 2011 as a true and accurate record of the proceedings.

PL062 Matters arising

The Clerk has not yet had chance to find out employment/unemployment figures for Fairford

The concerns regarding the traffic assessment for The Bridge Restaurant application have been passed on to District Cllr Wardle. He has not had chance to action this yet.

The Housing Need survey will be delivered to the Council Office on Friday 5th August and distribution around Fairford has been booked for Tuesday 9th August. (Post meeting note: The distribution will now be on Monday 8th August.)

PL063 To review decision notices for PERMITS / CONSENTS received:

11/01884/FUL Installation of solar panels on the south facing roof of the school building at Fairford C of E Primary School.

PL064 To consider NEW PLANNING APPLICATIONS

11/02517/OUT Outline application for the erection of 22 affordable and 22 market dwellings (44 in total) with associated access and estate road, open space and parking at Pip’s Field, Fairford – deferred from last meeting

The application is likely to go to CDC Committee in October. It was agreed that a public meeting needs to be held to gauge local opinion, the developer should be invited also. Suggested dates were Monday 12th or Monday 19th September, the latter being the preferred date. A decision regarding the application would then be made at the Planning committee meeting on Tuesday 20th September.

ACTIONS: The Clerk to invite developer to public meeting and advise CDC of the anticipated programme.

Initial comments were that the travel plan was weak and relied on promoting bus services, which are currently inadequate. The distance to the schools is almost 2km, a length that is unlikely to encourage walking and there is no ‘safe route’ to follow.

There was concern about the density of the development and that the affordable housing is not well dispersed through the site.

The archaeological assessment only covers half of the site (the original area of development).

The previous Refusal Notice described the site as being too suburban – this has not been taken on board.

ACTION: All Councillors are to look through the application and make points/comments for discussion

11/03050/FUL Substitution of the consented woodland unit on plot 3.40 to a new unit type known as W1; revised siting of plot 3.39 with associated amendments to layouts at Coln Park, Lechlade

OBJECT: The design is too much of a change from the approved design, there would be increased light pollution and the building will be taller than originally approved. Swimming Pool not a sustainable addition. If this unit is one of the 100 units built to replace the hotel, it should not be privately sold. Clerk to send comments to all 4 district councillors. (Post meeting note – CDC advised it is not a hotel unit)

PL065 To receive CDC planning Peer Review Final Document

Cllr S Jones will write a brief report regarding the Peer Review. The key points are that CDC will offer more training in the future, local authorities should be more involved with Section 106 agreements and there are a large number of developers interested in the District at the moment as there are ‘grey areas’ due to changes in policy.

ACTION: Cllr S Jones to write report

PL066 To receive GAPTC document regarding Change of Use applications and to decide whether to respond to the relevant Government Issues Paper

Cllrs S Jones and S Boulton volunteered to read through the document and report back at the next meeting.

PL067 Notification of Licence Application (Licensing Act 2003) Fairford Community Centre

The application is to allow films to be shown indoors from Monday to Sunday from 9am to 11pm. The current permission only allows for films to be shown on Wednesdays.

PL068 Items the Chairman considers urgent

The application for amendment of design of units 2.15, 2.17, 2.19 and 2.20 to include a solarium at Coln Park, London Road, Lechlade (11/02137/FUL) is to be considered at CDC Committee on 10th August. FTC is invited to send a representative.

No councillors were available to attend.
