MINUTES OF THE PLANNING COMMITTEE MEETING 
HELD ON TUESDAY 6th SEPTEMBER 2011

PL084 To confirm the minutes of the meeting held on 16th August 2011

It was RESOLVED to confirm the minutes of the meeting held on 16th August 2011 (055-056 11/12) as a true and accurate record of the proceedings.

PL085 Matters arising:

Job vacancies in Fairford: The only official number of job vacancies available is via Jobcentre Plus, which currently has 4 vacancies in Fairford. It is thought that only one in four jobs is advertised through Jobcentre Plus so the total number of jobs is likely to be in the region of 16.

Pip’s Field public meeting: The developer has kindly agreed to pay costs for room hire for the public meeting on 12th September. Cllr S Jones has delivered leaflets re the public meetings (including the Archstone presentation on 7th September) to properties on Betterton’s Close and other nearby homes. Posters have also been put up around the town.

Housing Need Survey: 543 questionnaires have been completed to date, which is an excellent response. Martin Hutchings from GRCC is to attend at 6.30pm on Tuesday 20th September to present the findings of the survey.

All applications were considered as a whole. Cllrs Winney and Mumford abstained.

OBJECT to the application for the following reasons:

Concerns over the increase in height of the units above that already permitted. This would result in an increased impact on the surrounding landscape.

The Public Right of Way runs very close to these units – there would be an increased impact on views from this footpath.

There is also concern that two units have already been granted permission for an increase in height through a non-material amendment. This should not be counted as setting a precedent as there was no consultation involved.

ACTION: Comments also to be forwarded to the four District Councillors

The long term closure of the public footpath was also discussed.

ACTION: The Clerk to write to Corylus to ask when the footpath is to be opened. This Letter is to be copied to CDC and GCC.

PL 089 Review of Mineral Planning Permission at Thornhill Farm Pit, Claydon Pike

This is a review of planning conditions only. It was agreed that no response was required.

PL090 Consultations:

The deadline to respond is 17th October 2011. It was agreed to defer this item until Councillors have had chance to read the documents. Item to be discussed at the 4th October meeting.

ACTION: All committee members to read consultation documents and feedback comments at 4th October meeting.

It was felt this consultation was less relevant as the Town Council is not responsible for preparing Local Plans.

PL091 To discuss concerns regarding waiting times at the surgery

Cllr S Jones had drafted a letter to send to the Practice Manager outlining concerns re current waiting times and the impact future development would have on the surgery. A few minor amendments were made.

ACTION: The Clerk to make amendments and re-circulate for approval. The Clerk also to find out information regarding other surgeries eg ratio of doctors to patients
